The Hale Koa Hotel on Fort DeRussy Armed Forces Recreation Center is a resort serving members of the U.S. Armed Forces and their families. The Hotel was built and financed by service men and women from their own funds and now operates on a self-sustaining basis. Personnel eligible to use the Hale Koa Hotel guestrooms and food and beverage facilities are defined as follows:

Room Accommodations
The following Eligibility Chart outlines the categories of personnel authorized to occupy rooms at the Hale Koa Hotel:

Category Eligibility
Armed Forces and their Families Members on active duty, Reserve, and National Guard, Cadets and Midshipmen of the Army, Navy, Air Force, Coast Guard, and Merchant Marine Academies.

ID is Common Access Card

Other Uniformed Services Public Health Service, and National Oceanic and Atmospheric Administration Commissioned Corps.

ID is DD Form 2, PHS 1866-1 or 1866-3

Armed Forces Retirees and their Family Members
Retired from active duty, Reserves, and National Guard with or without pay (gray area)

ID is DD Form 2, 1173 or 1173-1

Others Separated from the Armed Forces and their Family Members Honorably discharged veterans with 100 percent Service-connected disability. ID is DD Form 1173 or DD Form 2765

Involuntarily separated service members under the Transition Assistance Management Program ID is DD Form 2

Personnel separated under the Voluntary Separation Incentive (VSI) and Special Separation Benefit (SSB) programs for two years after separation ID is DD Form 2

Former and/or Surviving Spouses and Family Members Unremarried surviving spouses of personnel who died while on active duty or while in retired status ID is DD Form 1173 or 1173-1

Un-remarried former spouses who were married to military members for at least 20 years while the military member was on active duty ID is DD Form 1173

Other Supporters of the Department of Defense

Military personnel of foreign nations and their family members when assigned or attached to a U.S. military unit or installation or on U.S. Travel Orders.

U.S. employees of firms under contract to Department of Defense working in the Pacific Region outside the U.S. on Department of Defense Government orders.

Other personnel on official business with Department of Defense as may be specifically authorized by the General Manager or his designee.

ID is DD Form 1173 or 2765

U.S. Department of Defense Civilians and Family Members Current and retired (APF and NAF) Department of Defense (DoD) and Coast Guard (CG) civilian employees. DOD or CG ID card, Retired ID card, or current Leave and Earnings Statement with photo ID required for check-in.

Other policies that apply to Guestroom Reservations:
A. Eligible persons may sponsor members of their immediate families*
1. Sponsors or dependents (except those residing on Oahu-see below) must reside in the hotel during the same period as their immediate family* and assume financial responsibility. One additional guestroom is authorized for this purpose.

2. Immediate family* of a sponsor residing on Oahu must be visiting the sponsor. Sponsors in this category are not required to reside in the hotel; they must be present at check-in and assume financial responsibility.

B. Eligible persons may also sponsor guests other than their immediate family members* when sharing the same room.

C. Dependents, other than the spouse, who have not attained the age of 18, must be accompanied by an eligible adult.

D. The hotel is not considered government quarters. Official travelers should contact their travel service for guidance on reimbursement.

E. Room reservations will not be accepted more than 365 days in advance.

F. When the hotel is 100-percent reserved, a waiting list will be established using the following priorities:
1. Active duty military personnel.
2. All other eligible personnel.

G. If a husband and wife are in the hotel at the same time, the dependent husband/wife is not allowed to sponsor a second room for immediate family.* However, if the husband and wife are both on active duty or reservists, each may sponsor an additional room for immediate family members.*

Food and Beverage Facilities
Food and Beverage facilities may be used by the following categories of personnel:

A. Personnel authorized room accommodations as outlined on the previous page. Room guests who do not have ID cards will be given a temporary Hale Koa identification card that will permit them to use hotel facilities while registered at the hotel.

B. Military club system members (active associate and honorary) identified by a valid and current membership card.

C. Guests accompanied by authorized personnel.

D. Foreign National Armed Forces personnel and their family members when authorized unlimited exchange privileges.

E. Members of military service organizations, including: Association of the U.S. Army, Navy League, Friends of Hickam, and Air Force Association, identified by a current membership card.

Private Catered Functions
Authorized individuals and/or non-profit organizations are permitted to use the Hale Koa facilities provided one of the following conditions is met:

A. The sponsor ensures that the organization is composed predominantly of personnel authorized to use the hotel's food and beverage facilities.

B. The function is sponsored by a holder of an approved identification card, who assumes responsibility for payment of charges and ensures that the group is non-profit.

C. For non-profit groups or organizations without an authorized user serving as a sponsor, the General Manager or his designee determines that the affair will make a positive contribution to military-community relations or is of primary benefit to one or more of the Armed Services.

* Definition of Immediate Family Member: Parents, Persons in Loco Parentis, Siblings, In-Laws, Non-Dependent Children, Grandparents and Grandchildren, and Foster Children.
